i'll have to use liquid blue as a point of reference. what type of ink, whether water-
based, discharge, dye or other is used to get soft hand on black garments.

If you're using 100% cotton garments, then you could use a discharge ink as a base color, then print water based colors on top. That will probably give you the soft "hand" on dark garments you're looking for, however, it may not be as bright as you wish.
