looking to print some shirts and called my local product shop and i explained to them, i was new to the whole thing and ask for some advise im loking for inks that are real bright such for with and dark for blacks, he sugested waterbase , from what i know and its not much, but i see everyone uses plastisol. im just wondering is water base works as well for printing on cotton shirts,

In my experience plastisol will give you the longest lasting brightest look. Depending on which brand of waterbased ink your guy is using, I have heard Matsui brand lays down a pretty bright coat.
lugo, if you have a local printer who knows water base and discharge you should take him up on it. tell him you want matsui ink. if he doesn't have it, buy it for him. he will make the switch after he tries them. water base is a big selling point. no hand stan, the water base man.

Discharge is waterbase. Straight waterbase will not work well on dark shirts, that is why there is discharge.
