Default Printing foil/plastisol combination prints

Hey all, got a question regarding foil/plastisol prints. I recently started doing plastisol prints w/foil applications on certain areas of the image. I deal w/Rutland for most of my inks, which they are now offering a Release Agent. The release agent is an additive for plastisol inks that repells the foil after about 25% is added (foil sticks to the adhesive only, not to the inks that have the release agent added). The release agent however has been washing out of the apparel on a few jobs. Rutland refuses to say the release agent is causing the ink to wash out, but im pretty sure it is.
My question is, does any other company offer an additive that repells the foil, so I can once again offer foil + plastisol prints. I was unable to find anything on the internet and Rutland has proved to be no help.

not sure how it will react with Rutland inks.

Excalibur also offers a foil resist additive, but your least problematic solutions is to use water based inks rather than plastisol.
