Default How would you attack this design

I have a challenging image someone wants on dark t-shirts for as little money as possible. How would you veterans separate this and make it look great. I have a lot of experience with full color on white but I have yet to do seps for darks. I am attaching a link to the image.

i think its hard to screen print that design to shirts... how about Direct To Garment?

That would work well as an Index print yet simulated will work as well.

A white transfer will give you a fine foundation for all the colors you need.

You have to consider your equipment and how large the order is. 10, 100, 1000?

What will your board of directors say when you take on a difficult print on dark shirts "for as little money as possible".
