It would be most helpful if you provided some more details like...

1) what brand of water base ink?

2) How did you dry the ink?

3) What type of garment? 100% or 50/50?

Generically speaking without any details to go on, it sounds to me like you failed to properly dry or set the ink. Most brands of water base inks will state that you should wait at least 24-48 hours after proper cure to launder the garments as well just to make sure.

A bit hotter and longer, or the same temperature and a lot longer.

I work with speedball ink and like calibrated said, even after curing you should wait sometime before washing. I found that out the hard way also by doing a washing right after I had heat pressed some shirts.
