Yes. Anything that will block UV light will make an image in a screen.
Ulano and Autotype make two-part films you can cut on your plotter that you can use repeatably and are much less expensive than sign vinyl.
Masking film blocks UV light but you can see through it. You cut the design and peel away what you don't want. You coat the screen, they use the masking film as a positive and expose in a vacuum table to UV light.

There are knife cut films that you cut, apply and then print. No exposure equipment. Solvent and water resistant formulations.
