Hi! I am new to T-shirt design and printing. I was wondering if anyone on the forum could let me know whether or not the attached is printable? Would this be considered as a 3-color job (I used % of the same colors) front and back?
Also, for 50-100 T-shirts, what's the best way to get it produced while keeping the cost down? Thanks in advance for your help.
If you're willing to have halftones of the blue, it is a 3 color job. For high end fashion shirts, a lot of people would rather have the light blue be a 4th color though.
It's very printable, in fact, it should be a fairly easy print job.

More often than not you choose a size for the graphic, and it will be the same size on different t-shirts. If you want to size the graphic differently you'll need to make new screens for each shirt size, which means a (considerably) increased cost. You might have a couple of graphic sizes for smaller and larger shirts, but it's rare to have a wide variety. The printer should take care of that for you.

As for sizing, quite often, you can size it as large as you can for the smallest shirt you are printing and use it for all sizes. This is usually a good idea when printing youth sizes. Certain designs look better bigger and some look better smaller. It's just a judgment call.
