Yes, the basic components of direct emulsion are very similar to poly-resin glues like Elmer's. Yes, all emulsions are basicly the same, but that's like saying that all cakes or hamburgers are the same.
Potassium dichromate and bichromate sensitizers are carcinogenic and have been almost universally replaced by diazo sensitizer in the 1980's.
They are environmentally harmful and have a short 4 hour to 48 hour shelf life.
Buy your emulsion from a commercial supplier and spend your time printing shirts to make money. You will never make money - saving money - by making your own emulsion.
