You should try google searches for screen printing supplies UK.

Here's one place that probably sells wash out materials: Mascoprint Developments Ltd. UK :: Silk Screen Printing Equipment, Pad Printing Equipment, Inks & Consumables. Screen Print, Pad Print

It is traditional to wash out screens in a sink with a garden style spray hose.

Finding any commercial 'tray' or sink that is 28 feet by 22 feet will be very hard, therefore I choose to think you meant 28" x 22".

Are you at home? The bath with a shower head is an excellent start.

Screen Process magazine and Images magazine is the place to start.

Call PolyOne in Dartford on +44 (0) 1322 277 778 and ask for a suggestion.

Call Active Screen Europe on +44 (0)7771 987452 and ask Peter Rose for a suggestion. ACTIVE SCREEN (EUROPE)LTD FOR TEXTILE SCREENPRINTING EQUIPMENT

Go to Images Magazine at IMAGES - THE JOURNAL FOR TEXTILE SCREENPRINTING, EMBROIDERY AND GARMENT DECORATION and subscribe. It's FREE to accredited UK industry members Then call Editor Cathy Hobson on +44 1525 717655, tell you just subscribed and ask her advice.
