I was told I need to use a yellow 'bug' light when coating my screens which would be safe. But I ran across some plastic UV blocking tubes that you put over your florescent light bulbs and it says they block all of the UV which would allow you to coat screens with your shop lights on and actually see well.
Has anyone tried these? Are they safe or do they work?

Yes they work.
Yellow fluorescents are the standard 'safe light' for screen printing. I personally use GE F32T8/GO GOLD lamps. Use plenty of them, more light is better than a dark room for inspecting your coating.
Don't be nervous, even Cool White and other traditional fluorescent lamps have very little exposure ability at distances greater than 24".
To be safe, store your coated screens in the dark. In a cabinet or a room with all lights off.
Is there a local store that sells yellow or amber UV blocking lights?
I stopped and looked briefly at menards but none of the lights they had indicated anything about UV blocking...they were all "Party Bulbs"

Party lights would probably work, but you can just use an amber-colored bug light. Cheap and really effective.
My screen room has a standard cheapo home depot light in there and all we did was put yellow vinyl over the fixture cover. Perfect screens every time and I have loads of light. Thinking of doing the same in my washout room because I started with the yellow bulb in there and the light sucks compared to the main room.

No problems with over exposing screens.
Is it just any yellow vinyl or does the yellow have to have some specific property to it? Where to buy the vinyl?

I just used standard yellow vinyl that I use for making signs. I'm not even sure what brand, probably whatever I got for cheap at my local sign supply store. I got the tip from another local who has printed for 10+ years and that's what he uses in his shop.
