I keep trying to expose a very detailed illustration on my screen but, it doesn't do too well. the emulsion doesn't wash away easy enough.

I think I may need to use semi-transparent paper to print my image on. I have been using completely clear acetate sheets. but it seems everyone else is using vellum or tracing paper. What should i do? and could the type of paper effect my image detail on emulsion?

What kind of printer. You should get an inkjet and use inkjet film. Next to an imagesetter costing thousands, this is you best bet. If you are using a laser printer, try vellum as a last resort. Or try printing two sheets and doubling them. It seems as though you are not getting a dense image. God Bless.
