what do you call the one in the middle that looks like a bolt with a different head that another bolt is inserted to?

tried to google those names but sadly none of them was the one i looking for..T_T

the thumbscrew looks like it but it has no hole for the bolt on top..the flathead has a hole but it seems it doesnt have a treading inside..from the picture i think its not customized as there are lot of videos in youtube that uses that kind of bolts for their registration in their line table..

but i think they dont have threadings for the bolt to screw in..
