CPSIA compliace can be tricky, but can be understood.
My best suggestion is to avoid the regulators site and use a resource that is "screen print friendly":

We have an advocate in Ms. M. Kinter who alone makes joining the SGIA worthwhile.
Even if you can't afford it, they'll still provide info geared towards you as a "visitor" screen printer.
I'd recommend membership to those who truly want to be in the loop as CPSC compliant print shops.
Note that several manufacturers produce Phthlate and Lead-free, plastisol and water-based foil adhesives.
You should simply just ask for such.
Curiously, MSDS and compliance documentation is not as readily available regarding the foil itself,
but many are
Lead-free as this example shows:
Compliance can be as simple as requesting documentation relating to non-Lead and non-Phthlate content
and labeling your products as such for tracking purposes.
In my opinion (although compliance can be an ever changing prospect) we shouldn't over-react to regulations.
But it is important to just simply work towards producing "safe" products.
Even the CPSC Commisioners have indicated a similar "open mindedness" as manufacturers transition over.
Currently, CPSIA regulation essentialy comes down to testing for any Phthlate and Lead components in
"child-related products".
You'd need to verify and properly demonstrate that these are not used in the manufacture of them.
Labeling does need to be present for proper tracking and recall of product (if needed).
Most all of us agree that it's important to make "safe" products, but it's good to also understand what it means to be "safe".
Note that in high enough doses, H2O can be a poison and not safe in excess ingestion; but it is not regulated, and should not be.
