Fun question.
Mostly, your approach may be dependent upon how many labels must ultimately be printed,
and whether you're using roll stock and your customer wants the labels provided in rolls.
I'd say you have the right idea for moderate volumes.
Similar to what you've considered for cut strips:
I have a customer that prints dog leashes in bulk.
They print 6 up (1-color) on a table with a hinged screen.
The screen image layout matches lines drawn on the table for lining up the fabric strip in "register"
and they use a standard print table tack for position hold-down.
Yet, they are using plastisol ink, so the dwell time to load and unload does not present a problem
with ink flow issues and possible clogging that might occur with some waterbased formulas.
You'll just need to find the right gang # for fastest print cycle.
I did have one customer who used a custom rubber stamp and waterproof stamp ink applied from a brayer roller.
It was like doing a manual pad print and may be the most cost effective on small volumes if the ribbon surface is flat and smooth enough.
