Default Rub on Dry Transfer

Looking for a method of making a rub on dry transfer. It must have and maintain voids, so normal decal or wet slide material will not work. Should be able to be stored and shipped after production. Have a clear polyester carrier material. Sorry not really for t-shirts but thought some silk screening guys would have some suggestions.
