We used to rep ICC Ink; not sure if I'm still qualified to assist.
700 Series is their general multipurpose plastisol line.
In that series is the 741 Ultra low-bleed white that can be used as a base layer on the poly jackets your client is asking about:
If the jacket color is dark and potentially will bleed, ICC has a barrier layer ink (so does Rutland and Union, too.) called 7040 Blocker Grey:
If you underlay with either of these, make sure you don't overcure when you flash or the topcoat layers may not bind well to the layer below.
Ask your customer if he has a test example of the poly jacket type to be printed for testing.
They can vary (i.e.-waterproof coated?) so clients will often respect your wish to confirm ink performance.
