Question Is this a good setup to get started??

Ive been doing some reaserch & im working with a relativley small budget of around 1600, i wanna get the most for my money & this is what ive came up with:

1. Ryonets 4color 2station silver press
2. Ryonets 4 color screen printing supply starter kit #1004
3. Building my own flash dryer from the e-plans i got (ive been into sheetmetal fabrication for years so this wont be a problem)
4. Epson 3000 (used) i plan to spend around 300 for one in good condition, i need this due to some of the lager prints i plan to do later.
5. Photoshop for the art work
6. buy a rip software to do half tones after i make a little money on my first 2-3 jobs (suggestions on rip software?)

my question.. is this a good strong start for my money? i wish i had more to invest but im curious to hear suggestions as to what i might want to change ect. ect. so please inlighten me with some good ideals if im a little off track here? THANKS
