Default New guy

Wanted to ask for some help with getting started with screen printing. I have the screen printing practice but not working with making the image or clip art.
1. Can I use photo shop elements 7 to make the art and separate the layers so i can print one at a time?
2. Where can I buy clip art that has logos, mascots, etc. already designed. I have seen them when I would go to shops to orders shirts for our team and they would already have the designs we just pick the one we wanted and they would add the text.
If anyone can help with some info. I would appreciate it. I have more questions but these are the ones I'm trying to get answers to first.
