I want to print my own designs on film positives, but I'm still in search for a good epson printer. I like the epson 1520 because it can print on 17x22 film. Is this a good printer to print halftones, would I need anything else if i buy the epson 1520?

The Epson 1520 will not print Halftones without a RIP. If you are looking for a printer that will do a full 17" you will need to get the 3000 if you can find one. The 1520 and the 3000 have been discontinued by Epson for years. If you are looking for a refurbished unit you can go to Refurbished Epson Stylus Color 3000 Printer.
If you halftone in an application, it never comes out as well as from a RIP. PS is creating dots from 300dpi (for instance) a RIP will create it from 720/1440/2880dpi.
Sorry for being a newb but what do you mean when it isnt postscript halftoning?
In photoshop you can manually make halftones by going through a process of changing and adjusting. If you have post script capabilities with your printer (which with most inkjets means you need a RIP) you can just send files to the printer and the Postscript will make halftones of the angle you specify where there is an shading etc.
