Wow thats pretty rough. Not really familiar with that press but it looks like it is supposed to have side brackets for holding the screens. What shape are the cylinders in? I would not give over a couple hundred at most on a despirate day. Find out the brand and see if parts are available before you buy or you could be left with some fabrication to do to bring it up to working level.
Dont mean to be a bummer but You should keep looking.

I don't know if you're serious or not either, but I've seen some surprisingly rough equipment brought back to life. Given that it lacks screen clamps and is currently in a completely non-functioning state, I think even a couple hundred is too much though.

You're going to need clamps, boards, and a table. Other than that, who knows. It might even be okay.

I bought a Harco used with all the U arms for $200. I see there are only two T screws which probably hold the screens and there are no arms with this unit. I think you can do better.

That's about $200 too much. The guy selling it ought to be ashamed of himself.

I wouldn't take it for free. Hell, I'm not even sure it IS a press! By the time you try to cobble up parts to make a press out of it, you could buy a relatively okay used press.
