Default Preferred artwork for custom transfer

What is the best form of artwork to provide vendors with in order to keep the costs down with custom transfers? Most vendors have a setup charge and I hope to keep this cost down.

My guess would be vector, but does it matter? I can convert bit map to vector using CorelDraw, but would it be best to send the bitmap?

Most vendors will tell you the files they accept and or the specs for vector or raster images.
