I have been to lot of web sites and I do see lot of the same Transfer is there any law on copy rights with rhinstones Transfers??????

Copyright laws apply to rhinestones transfers just like they do to anything else.
There do seem to be a lot of the same designs. Could be those making the transfers are using clip art from the same sources.

They may be from the same sources or purchasing premade designs from over seas, as there are many of the same transfers used between many companies over there.. There is alot that looks the same out right now , example the Crosses,,, same crossed and many vendors,,
