Re: plastisol emulsion and water based emulsion ? Because the ink-specific emulsions have properties tailored to each use. For instance, I don't know of any SBQ (pre-sensitized) emulsion that can be used for water-based or solvent inks. Dual-cure emulsions require mixing of the diazo, which in some cases is fairly toxic, and requires special handling. DC also have shorter shelf lives, I believe.
From my understanding, the multi-use emulsions are more difficult to reclaim than a standard SBQ, if all you are doing is plastisol.
It's kind of like saying, "Why don't they make just one oil for cars?"
Edit: Ulano QTX (SBQ) says it can be used for water-based as well
