Default Help with Smudging while screen printing!!!

Here's a pic of where my problem is, some of my shirts came out great... then of course some came out looking all smeared. I print flashed printed my white and kept having my image smudge. my squeegee was a little small, i'm thinking that it was the 2 passes to cover the image but im not sure. please any input would help. look at the pic below and you'll see what issues i'm having.

Normaly smudging occurs when

Screen tention ( old screens)

Off contact is 0

Flood ink on board then print

Warped shirt boards

Loose micro adjustments

too much ink through low mesh screens

I did flood my screen, and as i used less ink it did print better... I bet thats my problem

It's really hard to tell from that photo, but it actually looks kind of like puff ink. Some white ink does have a little puff additive in it as a cheat for strong whites - does the ink have an unusually raised texture after curing?
