Pinholes are the bane of us Screen Printers. If no blockout is available, You can just use fresh emulsion on a Q-tip , or a toothpick with a snapped off tip to dab over those little holes. Then use a blow drier to seal them (or just let sit in front of a fan until dry). It is not necessary to expose the screen again unless you are using water based inks.
Plastisol ink isn't going to mess with dried emulsion.
Unless your talking about a print run of over 200 or so (depending on your emulsion). It's the repeated rubbing of the squeegee that opens those pinholes back up from uncured emulsion. In that case you need to expose again.
By the way... (having nothing to do with your original post) Good use of positive space in your design. White in place of black in the eyes, black (shirt color) in place of the "white" skull surface, and while outline for the edges. Your artist knows a thing or two.
Sorry to rant. I'm a sucker for black shirts.
