Default Raised ink profile on paper

I need to print on a paper with a highly raised profile, what inks would you recommend. The sample looked like plastisol puff ink but easily peeled off the paper, could I put a coating down (lacquer/adhesive) that the plastisol will stick to?

Regardless of what product is being printed, it is essential to match the ink with the substrate for correct adhesion/bond. Raised business cards are the type of product that you seem to be describing. This printing is called thermography and is performed by offset printing with ink and additives on specialized equipment that heats and causes the ink to rise.
Find a thermographer near you and contract out the work.

it can be done by screen printing, too
i don't know the details

an over gloss or any colour through a low mesh count & soft squeegee can be used, thicken the ink and maybee let it cure and hit it again if you want higher build.
you can also give the screen a face coat or even 2 (this is letting emoltion dry, sharp pull on face, let dry sharp pull on face this will give a higher relief on screen therefore higher build)
