Can I mixed water on a waterbased ink, to avoid screen clogging

You can use water to correct screen clogging, but i wouldn't water down your ink to try to prevent clogging. You'll have issues with opacity and ink running. And I am not sure your screens still wouldn't clog.

Are you flooding your screen between strokes, etc.?

A spray bottle with some distilled water can be used sparingly.
