In photoshop you can pull your guides from the rulers on the sides to line up against your image, both horz. and vert.(top and bottom, left and right) then get your rectangle selection tool (with 'snap' on under view) and use the tool to encompass the area surrounded by the guides. The selection will 'snap' to the guides. Then under window, allow the 'info' window to be seen(if it is not already) and that will tell you the exact size of you image. However, I also agree with Rick, the printer is just wanting to know how big (inches or cm,mm) your final graphic needs to be.
