That sounds like Oracal (a sign vinyl producer), it should have the name on it as well as the product code (IE: Oracal 651). If it is as I described, then it is not suitable for garment decoration.

I get my garment vinyl from:
Vinyl Cutters, heat presses, heat transfer material, transfer papers and heat printing supplies all at affordable prices.

There are a few other places, but I've only ever ordered from Imprintables for garment (their Eco-Film vinyl is good, especially when you get it from the overstock section!)
