 Need help with cutter and software choices

hello, I am finally going to get a vinyl cutter but need help with with the choices I make.
I want to do t shirts but also wanted to do wall graphics. Not sure if I need 48 inch but would be nice if too costly would go 24. I don't want to spend a ton but also don't want to buy something I will regret.
Also I use a Mac so software needs to run on a Mac. I was looking at US Cutters as others had recommended them here but it looks like they don't support Mac.
I want to be able to take images I have and convert them so I could use them with the cutter. They are in EPS and high quality jpg format. I think I would need software to convert them to vector, correct? If so, what do I need.
Here is a sample image I am not sure it attached, I think I did it wrong). If it did not, it is just a black image on white, kind of like a stencil.
Any help or advice is much appreciated.
