when you say the bottom is wrapped in vinyl could it be a teflon cover that is on over the rubber pad for protection? As far as adjusting the pressure, you can turn it all the way to the left and count the turns to the right untill you can;t turn any more and the half way number would be medium.I normally adjust by the feel of the handle when I pull it down. ....
