Sort of. They won't print orders "as you get them".
It's just like going to a screen printer. You have to order the shirts and have them in stock
before you can sell them.
What a fulfillment company does (one that does screen printing) is print your shirts and warehouse them.
You could have your t-shirt site setup, and as you get orders, you would email the fulfillment company with the order details and they would take the printed t-shirt out of its home in the warehouse, place it in a package and ship it to the customer.
