Yes, as far as I know flock will work. flock works on cotton, cotton/poly & 100% polyester. caps are like a mini mesh poly so I believe you will not have any problems.

I'm pretty sure you cannot flock on flock.

A very nice combination is to use twill & tack it down with flock.
