Default Deciding Wholesale Pricing for Botiques and Streetwear Shops

I looked at a couple posts and haven't really been able to find any information that might answer my question. But what I am trying figure out is there a standard method for figuring out wholesale pricing? What I was told in the past was wholesale price is double the cost to make it and retail is double the cost to wholesale. If that is the case and I had a shirt that cost $10.00 then it would be $20.00 wholesale and $40.00 retail? Is there an average price boutiques expect to pay?

Yes, that is the general rule, but it doesn't have to be set in stone.

If you find that's pricing you out of the wholesale price to retailers, then you can either lower your cost to produce the item (usually by producing more), or you can change your markup so it's not 100% of the production costs.

They expect to make at least 100% of what they buy it for.

The exact dollar amount is obviously going to vary depending on the demand of your designs/brand. (ie: they'll probably pay more for designs that are hot in the market than new/untested designs)
