I make my own catalogs with PrintMaster/Photo Shop and a laser printer. If you are creative try it. Otherwise your local Office Depot or Kinko's could help.

What graphics program do you have now? You could use corel, illustrator, photoshop, word, etc. and then output it to pdf. From there you would have a digital catalog plus be able to send it anywhere for paper printing.

to make on cd...create the pages(s) in your graphic program...then just save to a blank CD...there are some inexpensive inkjet printers that will print on special CDs..

You would still want to output it to a pdf, jpeg, etc. so it's readable to the masses. Otherwise if you save it to your graphic program extension, most will not be able to read it.
CD output is oldschool. Simply create a pdf and you can send it to anyone who has an email address and it can be accessed by anyone who downloads it off the net.
