I'm contacting some retailers for the first time, and am wondering if it is necessary to include a sample tee with my line sheet? I figure they'll get to see one of my designs up close and hopefully it will keep the line sheet from instantly getting thrown in the trash? I just don't want to waste a bunch of shirts if retailers could care less about initially having a sample.

I don't think you need to send a sample t-shirt with your line sheet.

while a tee shirt sample may not be absolutely necessary, some people in the past have included a cut out clothing "color swatch" inside the actual line sheet catalog. I am sure going the extra mile can benefit sales if you take advantage and find a way to keep it cost effective.
