There are a few different philosophies on this, and it's really up to you: there isn't one correct answer.
I think a good minimum order for a new company is 1. There's no reason to turn down a legitimate retailer, and you never know where things might begin.
As legitimate manufacturers we largely expect to be able to buy one item on good faith from our suppliers if we want to for some reason, so I would extend that courtesy to your retailers.
As the company grows (or if it begins large in the first place) it can raise the minimum order - annually with each major collection for example.
For minimum orders above 1 I think 6 is good. It's so low as to be negligible for the retailer, but high enough that you won't be losing money on labour.
24 as a minimum is something I'd reserve for larger (mostly chain) retailers.
