Default Pressure Problem with 7'' platen

I have a Phoenix Phire 16 x 20 and up to this point everything has been fine because I have only used the standard lower platen. Tonight I switched to the 7 inch platen to do a small item and when I did, I was unable to get a pressure reading other than 0. After adding a couple washers under the platen to raise it, I was able to get the pressure up to a 2. Am I missing something somewhere that would prevent me from getting the higher pressures with the smaller platens? I didn't receive any instructions with the 3 smaller platens so I'm hoping there's something basic that I need to do to get things working. If anyone out there has any suggestions, I would appreciate it.

Adjust the over center pressure control clockwise until the top platen lower enough to register the pressure.
