I found a tote bag that I like, but in the description says it PVC coated. Can this tote bags be heat transfered?

PVC will usually melt in a heat press.

I have heat pressed them in the past.
You have to use a lower temp and time. Since they won't be washed you can do this.
Also it takes practice and you may need to make special spacers to put inside of bag.
