You have to figure out your costs and what you need to "make" per shirt to cover your costs (all costs that go into the product itself, supplies, advertising, labor, utilities, overhead, etc) and then what your growth plan is, first.
Then you probably need to figure out what your local competition is pricing at, if you are selling locally and not e-commerce.
Once you have those numbers, then you'll have a good idea what to sell for to be able to stay in business.
One rule of thumb for pricing is (and there are other thumbs):
wholesale = costs x 2
retail = wholesale x 2
The above varies in different situations, but without any else to measure by, this is a starting place.
You'll only be able to charge what the market will bear, so knowing your costs will be vital to knowing if you are actually paying to have people wear your stuff. Best wishes.
