Are there any types of heat transfer paper that don't do this and print only the ink onto the tshirt?

Did you mean polymer around the image? Is the transfer made for dark fabric? The only process for light fabric that leaves only the ink is by sublimation which is very expensive because of the price of the ink and it requires high polyester content fabric.
The other alternative is using a self weeding heat transfer such as Imgeclip for inkjet or Imageclip for laser or custom plastisol heat transfer.
Here is what Imageclip for laser looks like:
Transfer paper needs no cutting?
