I'am looking for a vendor who sales 13 x 19 sheets of soft feel heat transfers, i've searched the net, but can't seem to find that size sheet(soft feel)

I'd recommend getting a roll and cutting it yourself, it'd be cheaper that way.

I would suggest the same thing. I believe Coastal and Tshisrtsupplies sell JPSS in rolls. JPSS is the newest forum favorite. Has soft hand, vibrant color, least amount of polymer window and durable.
