Default Cold Peel Transfer on Cooler Bags

I'm attempting to apply cold peel heat transfer to slick polyester cooler bags. The insulation is foam and PVC and for this reason I cannot run the heat higher than 225 degrees for more than 7 seconds.

I've tried a wide range of inks including plastisols and solvent-based. An adhesive powder has produced the best results but this is a messy process and I'd like to avoid it.

Any ink recommendations? Has anyone had success with solvent-based inks on transfer paper?

We're doing solvent printing with a Roland XC-540 and you still have to use a heat transfer of about 350 but only for about 4 seconds, not sure if your bags will stand up to that though.
solvent just increases the durability it doesn't alter the heat transfer method.
for those kind of bags, I might recommend screen printing with plastisol unless it's a multi-color design.
