Default Vinyl or plastisol ?

I was trying to figure out how this shirt was made. I think the text in red along the top is screenprinted, but what about the image? It feels rubbery, kind of like vinyl, but I'm new to this.

It looks like it was screen printed.

Screen printing can have many different types of "feel" or "hand". Some can be soft, some can feel non-existant, some can feel rubbery.

It all depends on the application, the printers abilities, and what the customer wants.
