Union, Rutland, and Wilflex all have Foil Release/Resist additives for plastisol and recommend 6-8% by weight.
We've had customers go as high as 10-12%, but above that, ink cure is interfered with.
Note that all are extremely dependentupon use of a high speed mixer for full dispersion of the additive.
Anything less leaves little areas of plastisol that will accept "flecks" of the foil.
It is also recommended to print the resist layer at the thinnest deposit permissible, and fully and completely cure.
Likewise, the Foil layer needs to be printed with an adhesive either mixed in or topcoated on as thick a layer as permissible, without any over cure.
"Waterbased Inks" (Acrylic hybrids) can be much easier to manage as foil resist layers in multi-media designs,
but note that even thicker layers of those inks can also accept foil "flecks" with excessive pressure, temp, or dwell time of heat press.
Often, pigmented discharge base colors are the best "non-foiling" surface to manage for dark color garments.

Yes, we use pigmented discharge with foil most of the time. Also, discharge white tends to pick up flecks of foil. We have been experimenting with adding 10% wetting agent to the white, and this eliminates the flecks sticking to the white, and it also gives the white a creamy soft feel. Without the wetting agent, the white is pretty rough to the touch, prewash.
