As a supplier I can't give you a specific answer but regardless of what answers you get, here are points to ponder...
Whitness, washability, thickness and resistance to cracking are paramount. How well it cuts is important if you are using a vinyl cutter.
How white the film is, decides how bright your colors will be.
Washability is always important. If you are using a good ink, there should be no more that a 5% color loss on the first wash, probably a 2% loss on the second and negligible after that.
If the film is too thick it is very stiff. If it is too thin, you will have constant problems with the shirt color coming through the film. This problem can be worse on many 50/50 shirts.
To a lesser extent, thickness can also exacerbate cracking problems.
Some opaque papers contour cut very nicely on a vinyl cutter, some do not.
Most will like the paper they are using for some or all of the above reasons, or they will switch.
