If you have drawing skills, any software will do...
I did illustrations like that before with a Adobe illustrator and my Wacom tablet/Intuos 3 pen for perfect lines... This one seems more like Photoshop, because the lines are not so consistent...
If you don't have a Wacom tablet or other, you can draw on a piece of paper, in black and white with felt pen, markers etc, and later scan into Photoshop. Just clean up the sketch, and color it...
Just remember to use a high resolution like 300 dpi, in a size that fit a large T-shirt..That seems to be an all over print.
You could probably accomplish this work in either program..BUT..the artist that created this is very experienced and has lots of artistic ability. No one tool in either program will do it.
let's be honest, it's good but nothin special. it all depends on your likes and dislikes. easiest way to do that is hand draw with felt pens as stated above and scan into photoshop and fill areas using paint bucket tool. very basic shading and some splats which were done with airbrush tool. i know kids in 6th grade doing this stuff.

Cool design... and more than likely it was done in Illustrator... but Pshop or Corel or even Inkscape or Gimp could do it... The artistic ability to do it... is sold separately...lol
