Raster art is composed of pixels.
Since vectors are shapes, they can be stretched without losing any image quality, which is really useful if you have a company logo which may be used on shirts, but then used on say, an 8 ft sign.
Rastar images when stretch, have to fill in the new space that's created, a lot of times it creates the "pixelated" effect.
