Which software are you using for the color separations?

I would recommend converting this to vector and separating. Would be a lot easier than using a raster program. If you have that capability.

The image is a little low to try to separate effectively in Photoshop. There are too many areas of a soft edge that won't pick up well. Higher resolutions will eliminate this problem and create a more defined edge, unless of course the art is designed that way. From looking at this image, it looks like the edges should have been more defined but because of the low resolution it's causing more problems.

You can select a color, then go to Select / Similar and it will pick more of the same color. You might need to zoom in on the blue for example and choose a square around the color of the lighter blues as well as the dark blue. Try not to select any white, then go to Select / Similar. This should pick all the blue except for the area of blue and red. You'll have to play with it, but it's possible, I just don't know how well it's going to look in the end. Unless you have a higher resolution file, I'd recommend Fluid's advice if possible.

It's easy enough to separate it, but the low resolution will mean that the print will be horrible. As simple as this art is, you can just redraw it with pen tools in Photoshop and call it a day. Make sure you do it at 300 dpi though. Else, you end up with something similar to what you already have.

What size is your original art?

Personally I would redraw it since it isn't that complex. Using that image as the template art .

I just used a service called Spot Color Separation for Adobe Photoshop Software out of Russia and they were great so for future reference, you may want to have professionals make separations for you when the imagery is photographic. But for this image, it would be better to vectorize it as others have said. There are also online services for that that are very affordable that will re-draw it for you. A simple image like that should cost under $20.

Does this forum not allow url's to be typed? As I read back what I sent you it did not display what I typed. The site is ColorSepsPro dot com. These guys send you the photoshop file with instructions. They do not run the actual films for you. I don't know of any others yet but often you can go to larger screen printers in your area and ask if they do contract work for other smaller printers and they may do them for you. I found them by Googling color separations + screenprinting.

If you meant vector service, there is artworksource dot com or copyartwork dot com. I have tried the latter and they were great. But make sure you tell them what you plan to do with it (ie. shirt color, process - ie. silk screening vs. vinyl, etc.)

Do you mean you are new to Illustrator?

Your art looks like it requires slight trapping ...

if so ... this is without out trapping

1) Place the image on a separate layer and lock it (place as a template - Check it in the Flyout window in the layers palette).
2) Make each colour a separate layer, makes life much easier while you are drawing each shape.
3) Out-put as separated art or at a Print shop to make film of each colour.

If you need to trap ... make the black lines the last colour down and expand the art with a hairline stroke or tell the film people to add a trap to the black.
