I think this depends heavily on what image you are trying to put on a tshirt and what type equipment you have available. Is the image a picture / just words / a combination? Are you going to screenprint / heatpress or direct to garment?

I am using photoshop / illustrator / coreldraw / fireworks and a few others, all depending on how I want the image to look and what process I am using to put the image on a shirt. I mainly use fireworks if I am doing screenprinting (as i am also using this to edit my images for uploading to a website, and this saves me some time)

If its a simple 'wording' shirt, I have also used powerpoint to make the transparancies for screen printing, but then you have to be a bit careful.

I know this possibly sounds more confusing, but it all depends on what finished product you wish to create, what quality of image and what the image is.
